Saving the Tolapians from extinction, what should we do?

The Tolapians make up the largest ethnic group in my country. About 50% of the country's population is Tolapian. Though Tolpians make up a vast majority of the population, the Tolapian community continues to be plagued with poverty, and crime. There is a debate in the government on how to help this regional ethnic group from approaching the brink of extinction or from being completely absorbed by the larger society. (as of today the Tolapian diaspora is so small that it is estimated that only 500 Tolapians live abroad with approximately 250 Tolapians living in the U.S.A. Here are three options to choose from. Choose which one you believe is best.





A.) Give the Tolapians money, so they can buy foods, clothes, and other necessities.





B.) Help the Tolapians by investing in their education by paying their tuition, and other school fees such as books. Also teach them how to open and manage businesses.





C.) Both A %26amp; B

Saving the Tolapians from extinction, what should we do?
i vote for b -- give but get something in return -- do not just put them on welfare!!!
